Gatchalian: 3 POGO-linked foreigners helped Guo abroad

Senator Sherwin Gatchalian on Thursday revealed POGO-linked foreigners who supposedly helped dismissed Bamban, Tarlac Mayor Alice Guo when she was hiding abroad.

They are Duanren Wu, Zhang Jie, and Huang Zhiyang.

Gatchalian said these individuals “booked the hotels and facilitated their travels.”

He also pointed out that in the video of Guo’s arrest, there were Chinese-speaking individuals in the background.

So, obviously, ang contact rin ni Guo Hua Ping doon, mga Chinese rin. So yan yung network niya,” Gatchalian said.

Wu is an incorporator of the Whirlwind Corp., which leased the property in Porac, Pampanga where the Lucky South 99 compound is located.

Huang is one of Guo’s co-incorporators in Baofu Land Development which leased the land to the raided POGO firm in Bamban, Tarlac.

He is also reported to a Chinese fugitive who was found to have five passports in a raid in Clark, Pampanga.

Huang is said to be the “boss of all bosses” of illegal POGOs.

Zhang Jie is supposedly the former president of Lucky South 99, the raided POGO firm in Porac.

It is not yet established if Guo identified one of these three foreigners as the person who “facilitated” their escape from the Philippines.

During the Senate hearing on Monday, Guo said they left the Philippines via boat transfers, starting with a yacht in Metro Manila.

Guo refused to name the person who supposedly facilitated their escape. Pressed by the senators, she later wrote the name on paper.

Senator Risa Hontiveros said the person named by the former mayor to the senators was already mentioned in previous hearings while Senate President Pro Tempore Jinggoy Estrada dropped hints that the person that Guo has written on the paper is the “boss of all the POGO bosses” and a passport holder of five countries, particularly Kitts and Nevis, China, Cyprus, Dominica and Cambodia.

2 Chinese nationals tagged in Porac POGO indicted for kidnapping, trafficking

MANILA, Philippines — Two Chinese nationals allegedly involved in illegal activities within a Philippine Offshore Gaming Operator in Porac, Pampanga have been indicted for trafficking and kidnapping.

In a 14-page resolution dated August 30 and released to the media on Thursday, September 12, the Department of Justice formally charged Jiang Shi Guang and Qin Ren Guo for allegedly committing the unlawful acts against the Chinese workers in the Porac-based POGO hub, Lucky South 99.

Guang faces non-bailable charges for qualified trafficking in persons, while Guo has been indicted for kidnapping for ransom under the Revised Penal Code.

The case stemmed from the complaint filed by the Presidential Anti-Organized Crime Commission on July 2, alleges that the Chinese POGO workers were subjected to inhumane treatment by the Guang and Guo.

Their actions also allegedly involve kidnapping, torture and human trafficking.

Initially, charges of kidnapping, serious illegal detention and separate trafficking offenses were also lodged against both individuals in the same complaint, but these were dismissed for lack of sufficient evidence.

What victim-respondents experienced

In the complaint, one of the victims recounted being abducted by a gray SUV and taken to Lucky South 99 and asked for ransom money.

This victim, who is one of the respondents of the case, was found handcuffed to a bedframe during the raid of the Special Action Force operatives in the POGO hub.

The other victim was said to be hired as a chef but was sold to Lucky South 99 to be a “love scammer.”

Both victims were said to have experienced detention, maltreatment and were tortured.

Who owns the POGO hub?

Lucky South 99 is allegedly owned by Cassandra Ong, who is also facing non-bailable qualified trafficking in persons along with 53 other co-accused.

Ong and her co-accused were are suspected of being involved in kidnapping individuals who were unable to repay debts they incurred in online gambling.

Ong is also a co-accused in the money laundering case involving dismissed Bamban, Tarlac Mayor Alice Guo, who is currently under Senate investigation related to the POGO probe.

If found guilty, Ong and her fellow accused will be facing life imprisonment with an attached civil and criminal forfeiture.

‘Ako po si Alice Guo,’ ex-mayor insists despite matching Guo Hua Ping fingerprints

Despite being confronted with documents about her identity including matching fingerprints, dismissed Bamban mayor Alice Guo refused to confirm if she is Chinese national Guo Hua Ping, during a Senate panel’s hearing on Monday (September 9).

“Ako po si Alice Guo,” she said repeatedly, claiming she has no recollection of affixing a signature which she confirmed to be hers on the document showing her fingerprints.

She also insisted that she was born in Tarlac, not in China. Guo maintained that her father is Guo Jian Zhong, but denied that her mother is Chinese passport holder Lin Wen Yi.

“Pasensya na po kung hindi kayo naniniwala,” Guo told senators, who then moved to cite her in contempt for “testifying falsely and evasively.”

Senate cites Alice Guo in contempt for ‘false, evasive’ testimonies

MANILA – The Senate Committee on Women, Children, Family Relations and Gender Equality on Monday cited dismissed mayor Alice Guo in contempt for being evasive in answering questions from the panel.

Deputy Minority Leader and panel chair Senator Risa Hontiveros made the motion after Guo insisted that she and Guo Hua Ping are not the same person.

The motion was seconded by Senator Joel Villanueva.

“The National Bureau of Investigation has confirmed that she is Guo Hua Ping, a Chinese national who entered here in 2003. That means she blatantly lied before us in the Senate. That means she faced the people of Bamban and blatantly lied,” Hontiveros said.

She said previous hearings have established that Guo filed a late registration of live birth and was issued one, which she used to obtain a Philippine passed.

“The Philippine Statistics Authority had already declared the certificate as irregular,” Hontiveros said.

Senators also slammed Guo for not revealing the name of individuals whom she said are threatening her life.

In July, the committee also cited Guo in contempt and issued a warrant for her arrest for repeatedly skipping the hearing on illegal Philippine Offshore Gaming Operators (POGOs).

Police custody

Despite the contempt citation, Hontiveros said Guo will stay under the custody of the Philippine National Police unless she posts bail for her graft case.

Guo will be turned over to the Senate if she posts bail.

Meanwhile, a subpoena was issued by the panel to Sual, Pangasinan Mayor Dong Calugay, who notified the Senate that he will not be able attend the public hearing because he has dengue.

Calugay’s name came out of the Senate discussions due to his alleged links with the Guo family.

On the other hand, suspected POGO incorporator Cassandra Li Ong did not attend the hearing because she was still confined in a hospital in Taguig City, according to the House of Committee on Dangerous Drugs, Public Order and Safety, Human Rights and Public Accounts in a letter to the Senate.

“Our latest update is that she may be discharged from confinement either tonight or Tuesday,” the letter said.

No departure record with BI

The Bureau of Immigration (BI) said no Philippine immigration stamps were found in Guo’s passport.

“We have reviewed the contents of her passport upon her arrival and found out that she has the same immigration stamps as her alleged sister Shiela. No Philippine stamps were found in both passports, showing that they left the country illegally without undergoing regular immigration inspection,” Immigration Commissioner Norman Tansingco said in a statement.

The former mayor’s passport, which was issued on Sept. 4, 2020, in Angeles City, is valid until 2030. It showed that she was born in Tarlac, Tarlac.

Tansingco said the photos of BI agents with Guo during her arrest were “misinterpreted”.

He said the agents were “just elated having completed the operation successfully”.

“There is no inappropriate conduct, and no disrespect was intended. We take our work seriously and remain committed to upholding the highest standards of professionalism,” he said.

Helped by foreigner

Guo, meanwhile, claimed that no Filipinos or authorities were involved in their escape.

She told senators that a female foreigner, who looks like an Asian, met them at a port in Metro Manila then accompanied them throughout the trip until they reached Malaysia.

“Yung port di ko alam yung exact pero sa Manila po. Hindi ko alam kung south or north basta Manila (I don’t know the exact location of the port. I don’t know if it’s in the south or north but it was in Manila),” Guo said.

“Walang tumulong po ni isang Filipino or Filipina. Merong isang babae po, dayuhan. Hindi po ako sure sa nationality niya pero definitely hindi siya Filipino, Asian po siya (No Filipino or Filipina helped. There was a woman, a foreigner. I’m not sure about his nationality but she’s definitely not Filipino, she’s Asian),” she added, saying she never knew the name of the foreigner.

Guo said they boarded a white yacht with a wing sticker before boarding a ship hours later.

When asked how much she paid for the trip, Guo told senators that someone paid and facilitated it for them, but refused to name the person publicly “for her security.”

She was convinced later on by senators to write the name in a paper and submit it before the committee.

Guo said the person, whose name she wrote in the paper, is currently not in the country and the last time they talked was just by phone.

Senate Pro Tempore Jinggoy Estrada, however, was not convinced that no Filipino helped the Guo siblings escape the country.

“Ang galing naman nitong Chinese na ito na nag-arkila ng yate, dinala ka kung saan man yan, sa Malaysia, sa Indonesia. Itong tao lang na ito ang nag-facilitate sayo na walang tulong ng mga Pilipino (This Chinese guy who rented a yacht was great, he took you to Malaysia, to Indonesia. This was the only person who facilitated everything without the help of Filipinos)?” Estrada asked in disbelief.

Guo said she received threats from both Filipino and Chinese nationals who she also refused to name before the committee hearing.

“Alam ko pong safe na safe po ako ngayon, kaso lang nagwo-worry po ako pagkatapos ng session, ng hearing, ano po ang mangyayari po sa akin (I know that I am very safe now, but I am worried what will happen to me after the hearing),” she said.

The dismissed mayor requested to reveal the names and the threats through an executive session, but was declined by the committee.

Alice Guo cited in contempt for 2nd time by Senate panel

The Senate Committee on Women, Children, Family Relations and Gender Equality on Monday cited dismissed Bamban, Tarlac Mayor Alice Guo in contempt for the second time by for allegedly continuing to lie before the senators.

This was after Guo, whose fingerprints matched those of Chinese national Guo Hua Ping, repeatedly refused to answer the senators’ questions related to her true identity.

“Alice Guo is continuing to lie to this committee despite glaring evidence that she is a Chinese national named Guo Hua Ping, whose father Jian Zhong Guo is Chinese based on her own declaration in this committee, and whose mother Lin Wen Yi is also Chinese based on her own declarations in bank documents by the way verified by the AMLC,” Senator Risa Hontiveros, chairperson of the panel, said.

“This is a blatant defiance of the legislative’s constitutional power of inquiry. Lumalabas na pinaglalaruan mo ang aming batas at pinapaikot mo ang mga Pilipino, pero ibahin mo ang Senado,” she added.

Hontiveros then moved to cite Guo in contempt of the Senate “for testifying falsely and evasively” before the committee. The motion was seconded by Senator Joel Villanueva.

Born in PH

During the hearing, Guo insisted that she was born in Tarlac and not in China.

“Ang alam ko po I was born in Tarlac (What I know is that I was born in Tarlac),” she said, in response to Hontiveros’ questions.

Guo, however, refused to confirm that she is Guo Hua Ping despite the findings of the National Bureau of Investigation (NBI) regarding her fingerprints.

“Honestly, hindi ko po alam kung paano nangyari. Basta alam ko alam ko ako po si Alice Guo. At pasensya na rin po kung hindi kayo naniniwala,” she told the committee.

(Honestly, I don’t know how it happened. I just know that I am Alice Guo. And I’m sorry if you don’t believe me.)

Guo’s evasive answers to the questions irked senators, with Hontiveros saying they are starting to lose their patience.

This is the first time that Guo appeared at the Senate investigation after she fled the country in July.

Guo, who is facing human trafficking complaints, among others, last attended a Senate hearing on May 22. She illegally left the country in July and was apprehended in Indonesia and brought back to the Philippines last week. She is detained at the PNP Custodial Center inside Camp Crame.

Escape via boats

Also during Monday’s hearing, Guo confirmed that she and her companions left the Philippines via boats, one of which was a yacht. However, she refused to divulge to the public the name of the person who facilitated their trip and the owner of the yacht. What she only recalled was that the yacht has “wings” stickers and numbers on it.

The Bureau of Immigration (BI), in a statement, said Guo’s passport has no immigration stamp, meaning she left the country illegally.

Guo also denied having a relationship with Sual, Pangasinan Mayor Liseldo Calugay, and that the two of them owned an aquafarm named “Alisel Aqua Farm.”

The former mayor is being linked to the operations of an illegal POGO hub that was raided by law enforcement authorities in Bamban.

In July, the Senate ordered Guo and her other family members’ arrest for repeatedly failing to attend the upper chamber’s investigation into the raided POGO hub in her town.

‘I am Alice Guo,’ insists ex-mayor when asked, ‘Are you Guo Hua Ping?’

MANILA, Philippines – “I am Alice Guo,” the dismissed mayor of Bamban town insisted as she was repeatedly asked at Monday’s Senate hearing if she was the Chinese woman “Guo Hua Ping.”

The Senate committee on women and children resumed its probe into Guo’s potential links to Philippine offshore gaming operators (Pogos). Guo appeared in the hearing Monday, following her arrest in Jakarta last September 4 by Indonesian authorities.

Guo maintained she is Filipino when confronted with information gathered and verified by senators and law enforcement agencies showing she is a Chinese national named Guo Hua Ping.

“Madam chair, ako po si Alice Guo,” she insisted.

For an hour since the public hearing started, senators led by panel head Sen. Risa Hontiveros have been trying to extract confirmation from Guo regarding her real identity, citing both her previous testimonies and several documents.

Hontiveros even repeatedly clarified to Guo that she wouldn’t incriminate herself if she answered the questions lodged by senators about her identity.

But this did not bend Guo, who continued to avoid answering the queries.

“May mga kaso na po na finile sa akin sa court kaya hindi ko po masagot sa inyo ngayon,” Guo said.

(There are cases filed against me in court so I can’t answer you right now.)

Hontiveros stressed that they have already proven that the mayor is not Alice Guo but Guo Hua Ping.

“Napatunayan na po namin na hindi kayo si Alice Guo at kayo ay totoong si Guo Hua Ping. Hindi lang ang komite ang umabot sa ganyang conclusion, ang National Bureau of Investigation mismo at isa pang ahensya,” the senator said.

(We have proven that you are not Alice Guo and that you are the real Guo Hua Ping. Not only the committee reached such a conclusion, even the National Bureau of Investigation and another agency.)

The National Bureau of Investigation (NBI) previously confirmed that Alice Guo and Guo Hua Ping’s fingerprints have matched.

“Ibig sabihin, they are the fingerprints of one and the same person. This confirms what I have suspected all along. Pekeng Pilipino si Mayor Alice — or should I say, Guo Hua Ping. She is a Chinese national masquerading as [a] Filipino citizen to facilitate crimes being committed by [Philippine Offshore Gaming Operators],” Hontiveros said before.

Marcos axes Tansingco as BI chief over Alice Guo’s escape

MANILA, Philippines — President Ferdinand Marcos Jr. has relieved Norman Tansingco of his post as Immigration chief, the Palace said on Monday.

“His dismissal has already been approved by the [P]resident,” Press Secretary Cesar Chavez told reporters through a Viber message when asked if the President has already relieved Tansingco as chief of the Bureau of Immigrations (BI).

Asked if it was because of the escape of dismissed Bamban Mayor Alice Guo (real name: Guo Hua Ping) to another country amid her alleged ties with illegal Philippine Offshore Gaming Operators (Pogos), Chavez responded: “Yes. That’s the reason.”

It was Justice Secretary Jesus Crispin Remulla, who earlier revealed that he and Marcos already reached an agreement to replace Tansingco over Guo’s escape, among many other issues.

“Well, I have asked the president to relieve him (Tansingco) and to replace him. I am not satisfied marami kaming naging problema (we encountered a lot of problems),” he said.

“Okay na yon nagkasundo na kami ng pangulo, papalitan na siya, papalitan siya. If I were him, I would resign already, mag resign na lang siya,” he added.

Another issue Remulla mentioned was the issuance of working visas.

“Marami ‘yan, issuances of working visas very questionable. I called his attention to it wala siya ginawa,” he explained.

Marcos previously warned that “heads will roll” in the BI after the escape of Guo.

He then later said that not only will the involved BI personnel be fired, they will also be sued.

Guo, who escaped the country in July amid her reported connection to illegal Pogos, was arrested in Jakarta, Indonesia at around 1:30 a.m. on Sept. 4.

MANILA, Philippines — The Presidential Anti-Organized Crime Commission (PAOCC) has questioned claims of dismissed Bamban Mayor Alice Guo, or Guo Hua Ping, regarding a “death threat” she received hours before she returned to the Philippines from Indonesia, saying that it is all a “figment of her imagination.”

Last September 5, Guo sought help from Interior Secretary Benhur Abalos Jr. and told him about the supposed threat, but the latter’s response was not clear on the livestream posted on Facebook.

Reports revealed that an agent from the Bureau of Immigration (BI) who was present but was not identified told ABS-CBN in an interview that the threats against Guo came from “the Chinese mafia.”

“Sino ang magbabanta sa kanya? Di naman siguro magbabanta ang PAOCC sa kanya? Pipito lang kami? Di naman siguro magbabanta ang DOJ (Department of Justice) sa kanya?” Casio said in a forum on Sunday.

(Who will threaten her? It couldn’t be PAOCC we’re only seven. It also couldn’t be DOJ.)

“It’s all a figment of her imagination, hinahabol na po siya ng sarili niyang gawang multo,” he added.

Guo was arrested in Jakarta, Indonesia, around 1:30 a.m. on September 4. She arrived in the country from Indonesia on September 6.

The former mayor faces charges of qualified human trafficking and money laundering, and she is also wanted by the Senate for failing to attend its hearings.

“Right now, dahil sa ating mga alam, dahil sa mga lumalabas sa investigation, she still stands as the most guilty, thereby disqualifying her to become a state witness,” Clavano said.
“But if matumbok natin at may makilala pa tayong mas malaking tao na nagpapaikot sa mga illegal activities ng POGO then she may become a state witness because she will no longer be the most guilty, meron pang mas mastermind,” the DOJ official said.
Clavano noted that making Guo a state witness also “depends on the willingness of former mayor Alice Guo to cooperate with law enforcement and with authorities.”

3.Interior Secretary Benhur Abalos on Saturday confirmed that authorities were already working on the possible surrender of Wesley Guo, who is said to be the brother of dismissed Bamban town Mayor Alice Guo.
“It is supposed to be confidential pero sinabi nila,” Abalos said at a news forum in Quezon City.
The Department of the Interior and Local Government (DILG) chief was referring to the Guos’ legal counsel Stephen David’s statement that Wesley wanted to surrender to authorities.
Refusing to divulge details, Abalos said an “ongoing team” was handling the matter.
“Puwedeng wala muna akong sasabihin about that. I might preempt it. I only confirmed that… as stated by the lawyer but there is this ongoing team,” he said.
“There is this ongoing at inaayos na rin namin po yan ng DILG, PNP (Philippine National Police), and the other camp,” he added.
Authorities earlier said that Wesley, who is among the personalities ordered arrested by the Senate, had attempted to fly to Hong Kong the last week of August.
Last Wednesday, immigration officials said Indonesian authorities have been looking for Wesley.
According to Alice and Wesley’s supposed sister Shiela, the three of them left the Philippines via three boat rides to Malaysia. From there, they flew to Singapore and then to Batam, Indonesia via ferry.
Shiela said she parted ways with Wesley and Alice in Batam, Indonesia where she and Cassandra Li Ong were arrested.
Ong is Wesley’s girlfriend and the authorized representative of Lucky South 99, a raided POGO hub in Porac, Pampanga.

Active SIM card led Indonesians to Alice Guo’s door

The trace on Alice Guo’s active mobile phone SIM led Indonesian police to the townhouse where she was staying in Tangereng City, a Bureau of Immigration officer said in describing how the dismissed Bamban, Tarlac mayor was arrested earlier this week.

According to John Consulta’s report on “24 Oras,” the Indonesian authorities tracked the SIM in one of the hotels were Guo stayed.

“May tatlo siyang cellphone number na nakuha and may isang active number, at doon na na-track ang kanyang location,” said BI Fugitive Search Unit chief Rendel Sy.

(She had three cellphones and an active number, which helped the police to track her location.)

The former local official was the subject of a Senate arrest order when she was taken into custody by the Indonesian police on Wednesday.

She had repeatedly skipped committee hearings on the illegal activities in a Philippine Offshore Gaming Operator in her hometown.

Guo fled the Philippines in July despite being on the Philippines immigration lookout bulletin.

The regional trial court in Capas, Tarlac issued a warrant for her arrest on a graft charge while she was being prepared for deportation to the country on late Thursday afternoon.

In a video, the former mayor was seen answering the door in her sleepwear as the Indonesian authorities knocked. She calmly asked the law enforcers to give her time to change.

The BI said that a female monk Guo met in the mall owned the townhouse.

Authorities also identified the four Chinese and Indonesian citizens who helped Guo hide in Indonesia.

“Naging malaking tulong sa amin nung na-identify namin yung mga local contacts niya dito. May Chinese din na kasama, siya yung nagpo-provide ng logistics niya dito, pati yung sa mga hotels. Yung mga locals na contacts nila, sila yung ginagamit nila na pangalan sa hotel na tinutuluyan niya,” said Sy.

(It was a big help for us when we identified her local contacts here in Indonesia. She was with a Chinese, who helped her with logistics here, as well as with the hotel bookings. They were using the names of their local contacts to book hotels.)

Before her return to Manila on early Friday, Guo told GMA Integrated News that she was ready to go back to the Philippines.

She refused to answer when she was asked how she was able to escape and hide abroad.

The 33-year-old dismissed mayor was ordered arrested by the Senate in July for repeatedly failing to attend the upper chamber’s investigation into the raided Philippine Offshore Gaming Operator (POGO) hub in her town.

In June, authorities also filed a complaint against Guo and others for alleged human trafficking in connection to the raided POGO hub in Bamban. This was submitted for resolution last month.

The dismissed mayor is also facing a deportation case from the BI and 87 counts of money laundering.

Alice Guo leaves PNP custodial center to appear at Tarlac court

MANILA, Philippines — Alice Guo, also known as Guo Hua Ping, left the custodial facility of the Philippine National Police (PNP) in Camp Crame, Quezon City on Friday morning for Tarlac City where she is required to appear before the Regional Trial Court (RTC).

PNP Spokesperson Col. Jean Fajardo said in chance interview: “Around 9:40 po ay umalis po sa custodial facility si dating mayor Alice Guo and she is being escorted po ng mga myembro ng HSS [Headquarters Support Service] para dalhin po siya at ipresent sa RTC Tarlac.”

On Thursday, Capas RTC Branch 109 issued a warrant of arrest against Guo for violating Section 3 (e) and (h) of the Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

Fajardo said the ousted mayor of Bamban town, also in Tarlac province, will appear before the court as a matter of procedure. Guo was brought back to the Philippines before dawn Friday following her arrest in Jakarta on Wednesday.

“As a matter of procedure po, dadalhin po siya kay Judge para ipakita po na siya ay naaresto at mag aantay po tayo ng desisyon ng korte kung maglalabas po ito ng commitment order para siya po ay i-commit sa ibang detention facility,” Fajardo explained.

(As a matter of procedure, she will be brought to the Judge to present that she has already been arrested and we will wait for the court decision if they will release a commitment order to detain her in another detention facility.)

Fajardo also said that Guo would be returned to the PNP custodial facility in Camp Crame if the lower court did not issue any commitment order.

She further noted that the Senate must ask the court permission first before Guo appears at its panel hearings.

“‘Yong warrant of arrest na inissue ng RTC Capas po takes precedence over the arrest warrant issued by the Senate so kung magkakaroon po ng hearing ang Senado at nasa kustodiya po siya ng PNP at hindi pa po nakakapag-bail ay ibig sabihin po nun ay nasa hurisdiksyon pa rin po siya ng korte,” Fajardo explained

(The warrant of arrest issued by the RTC Capas takes precedence over the arrest warrant issued by the Senate so if the Senate will conduct a hearing and Guo is still within the custody of PNP and she has not posted bail yet, that means that she is still within the jurisdiction of the court.)

The PNP spokesperson nevertheless gave assurance that the Senate’s arrest order against Guo will not go to waste even if the ex-mayor posts bail because the chamber’s order will be served then and the Senate could already take her into their custody.

“Hindi naman po ‘yon mababalewala as soon as they opted to avail po ng bail ay ise-serve po ‘yun so the Senate could take her into custody. But since under [PNP] custody pa po siya, hindi pa po ma-serve’ yung arrest order,” she said.

MANILA (4th UPDATE) — Dismissed Bamban Mayor Alice Guo arrived in the Philippines early Friday morning after she was arrested in Indonesia earlier this week, authorities said.

Guo was brought back to the Philippines by Philippine National Police Chief PGen. Rommel Marbil and Interior Secretary Benhur Abalos, who carried the arrest warrant for her issued by the Senate.

The aircraft carrying Guo along with Abalos and Marbil arrived at a private hangar at past 1 a.m. on private plane.

Bureau of Immigration (BI) Commissioner Norman Tansingco confirmed Guo’s arrival.

Upon her arrival, the Bureau of Immigration arrested and took legal custody of Guo, while physical custody is with the PNP, according to Tansingco.

He said Guo faces charges of undesirability and misrepresentation under Philippine immigration laws.

During the press briefing after her arrival, Abalos said a friend allowed the Philippine government to use free of charge the private plane that brought them back to the Philippines.

Abalos said he told Guo not to worry about death threats.

He said Guo should tell all about what she knows. “Ang sinasabi namin kay Alice, huwag kang matakot. Kung ikaw natatakot sa buhay mo, we will provide you with all the (security) na kailangan mo. Ang importante lang ituro mo ang mga taong malalaking ito. Lahat ng pangalan, ibigay mo,” Abalos aid.

In response to photos showing her smiling during her turn-over to Philippine officials, Guo said she was happy to see them after receiving death threats.

“Meron po akong death threats at humingi po ako ng tulong sa kanila at masaya din po ako na nakita ko po sila, I feel safe po,” she said.

Guo was later brought to Camp Crame, before going to the Senate Friday morning.

The disgraced former mayor was arrested late Tuesday in Tangerang City, Banten province after her clandestine escape from the Philippines.

Guo, who faces graft, money laundering, and human trafficking charges related to her alleged involvement in illegal gambling operations in her town, will be detained at the Senate upon her return to the country, according to Sen. Risa Hontiveros.

The former mayor’s apprehension came days after the arrest of her alleged sister Shiela and gaming hub representative Cassandra Ong in Indonesia.

Guo, who was also accused of undesirability and misrepresentation for allegedly acquiring her Filipino citizenship through fraudulent means, will be facing a deportation case upon her return to the country, according to Bureau of Immigration chief Norman Tansingco.

A Capas, Tarlac court on Thursday also issued a warrant of arrest against Guo in connection to the graft case against her, PNP spokesperson Col. Jean Fajardo said.

Chartered flight RP-C6188 carrying Guo landed at Royal Star Aviation hangar, a private plane charter, in Pasay City at 1:10 am on Friday.

She was accompanied by Interior Secretary Benhur Abalos and Philippine National Police (PNP) chief General Rommel Marbil, who both arrived in Indonesia on Thursday morning.

Indonesian authorities apprehended Guo in Tangerang City, Jakarta, and detained her at Jatanras Mabes Polri on Wednesday, Sept. 4.

Guo will proceed to Cramp Crame in Quezon City, where authorities are waiting to serve the arrest warrant against her.

Tarlac Regional Trial Court Branch 109 issued an arrest warrant over Guo’s alleged violation of the Anti Graft and Corrupt Practices Act. Her bail is set at P180,000.

Public interest in Guo’s whereabouts intensified following Senator Risa Hontiveros’ revelation last August 19 that the ex-mayor already left the country last July 18.

She allegedly fled with Shiela Guo, Wesley Guo by riding multiple boats going to Sabah.

Guo was absent in some Senate hearings on the alleged illegal Philippine offshore gaming operators entity in her town.

Her lawyer, Atty. Stephen David, cited mental health concerns as the reason for her absence.

Furthermore, the Bureau of Immigration’s confirmation that Guo had no recorded departure further raised questions about her whereabouts.

On August 21, Shiela and Ong were arrested in Batam, Indonesia, and brought back to the Philippines a day later.

Plane carrying Alice Guo world’s most tracked flight on Sept 6 — website

MANILA, Philippines — The chartered plane carrying dismissed Bamban Mayor Alice Guo is the world’s most tracked flight early Friday morning, according to a website tracking live flights.

As of 12:45 a.m. over 2,700 trackers were monitoring Royal Star Aviation’s RPC6188 plane, according to flightradar24.

At 1:08 a.m., or a few minutes before it landed, over 5,700 trackers were seen monitoring Guo’s plane.

Guo is expected to arrive in the Philippines early Friday morning from Indonesia at Royal Star Aviation hangar, a private plane charter in Pasay City.

She will be accompanied by Interior Secretary Benhur Abalos and Philippine National Police chief General Rommel Marbil.

Abalos and Marbil will hold a press briefing, but it is not yet clear if Guo will appear to the media.

On Wednesday, Sept. 4, Indonesian authorities apprehended Guo in Jakarta.

Guo will proceed to Cramp Crame in Quezon City, where authorities are waiting to serve the arrest against her.

The former mayor has been the subject of scrutiny over her alleged ties to Philippine Offshore Gaming Operator firms in Bamban town.

(3rd UPDATE) Before they headed back to the Philippines, dismissed Bamban Mayor Alice Guo appealed for help from Interior Secretary Benhur Abalos, citing ‘death threats’

MANILA, Philippines – Dismissed Bamban, Tarlac Mayor Alice Guo arrived in Manila on Friday, September 6, days after her arrest in Indonesia and a high-level coordination over her deportation between Philippine and Indonesian authorities.

The chartered plane landed at a private hangar in Pasay around 1:10 am Friday.

Upon landing, additional immigration charges were lodged against her, for “undesirability and misrepresentation,” according to Immigration Commissioner Norman Tansingco.

Interior Secretary Benjamin Abalos and Police chief General Rommel Marbil flew to Jakarta early Thursday morning to facilitate Guo’s deportation, ironing out details between the two countries that may or may not have included a prisoner swap deal.

The justice department said in Manila that it has not received any official request to exchange Guo for Australian fugitive Gregor Johann Haas, who is wanted in Indonesia for drug smuggling, but arrested in Cebu in May.

In Jakarta, Abalos just said, “Ang importante ngayon ang napag-usapan ay how we could get Alice Guo.” (What’s important right now is we talked about how we could get Alice Guo.)

“Pero marami pa rin kaming napag-usapan for the future na ating magiging joint projects. Our border is very porous, bagsakan ng drugs ito,” said Abalos, who oversees the Philippine National Police (PNP) as chief of the Department of the Interior and Local Government (DILG).

‘Help me’

Based on a video of the initial interaction between Guo and Abalos, Guo told the interior chief: “Sec, patulong. May death threat po kasi ako (Secretary, please help me, there’s a death threat against me).”

Abalos, who posted the video on his Facebook page, assured her they would be boarding a private plane back to the Philippines.

At the Jakarta metropolitan police headquarters, Abalos praised his counterparts for the “meticulous operation” to get Guo. Indonesian authorities snagged Guo just 18 days after she entered their border. The Philippine police could not catch her for nearly two months, or since the Senate ordered her arrest for snubbing the upper chamber’s hearings on illegal Philippine offshore gaming operators (POGOs).

“For almost three weeks, you followed Ms. Guo, from house to house, imagine that? From city to city, every movement she had, you always followed her,” Abalos told Indonesian authorities.

“On behalf of our country, and of course our President, we would like to thank you for all you have done. But it’s not yet finished,” said Abalos.

The presence of the two Philippine officials was procedural — Abalos and Marbil will technically arrest Guo as enforcement of the Senate’s arrest warrant.

But they could only arrest Guo after Indonesia deports her. The Philippines’ Bureau of Immigration confirmed that Guo was arrested by Indonesian police for being an illegal alien in their country, and over misrepresentation.

“The plan is, after Guo has been turned over to Philippine authorities, she will be brought to [Camp] Crame and undergo medical examination to ensure that she is in good condition before she will be turned over to the Senate,” PNP spokesperson Police Colonel Jean Fajardo said in Filipino during the PNP’s press briefing on Thursday.

Fajardo also explained that Guo will be temporarily placed under the PNP’s custody since the Senate Office of the Sergeant-At-Arms deputized the national police to serve the arrest order.

Guo was caught in a villa in Tangerang City, part of the Greater Jakarta area, in a police operation conducted between midnight to early morning of September 3 and 4.

At the Senate, Guo’s lawyer Stephen David said they will not contest the arrest in Indonesia. “Talaga namang meron siyang warrant sa arrest, ligal naman ang arrest niya, wala namang problema doon,” said David.

(There’s really a warrant out for her, her arrest is legal, there’s no problem there.)

Congressional warrants are based on contempt, and there’s Supreme Court jurisprudence that these types of warrants extinguish once the subject has made their obligation to face the inquiry.

Guo is expected to face the Senate’s inquiry on Monday, September 9, according to Senator Risa Hontiveros.

Ahead of her arrival, a Tarlac court issued a warrant for her arrest in relation to graft charges. She also faces three criminal investigations at the Department of Justice for qualified human trafficking, tax evasion, and another one for money laundering. These are all related to her incorporation of a leasing company called Baofu, which rented its spaces out to a POGO called HongSheng/Zun Yuan. Evidence of torture and trafficking had been found at the POGO.

Evidence submitted by several agencies to the DOJ claim Guo never divested from Baofu, contrary to her claim that she let go of her interest when she won as mayor of Bamban, Tarlac in May 2022.

Guo’s sister Shiela said the dismissed mayor fled the Philippines by boat around July 14, and reached Sabah, Malaysia, on July 18. However, several Philippine authorities have expressed doubts over Shiela’s testimony.

Guo, others face 560 years in jail if guilty of money laundering

MANILA – The Anti-Money Laundering Council (AMLC) on Thursday said dismissed Bamban Mayor Alice Guo and her co-accused could be imprisoned for around 560 years if found guilty of the money laundering charges.

“Under the Anti-Money Laundering Act, the commission of money laundering carries with it the penalty of imprisonment. For Sections A, B, and C, from 7 years to 14 years per count,” lawyer Adrian Arpon of the AMLC told the Senate Committee on Justice and Human Rights.

The AMLC, together with the Presidential Anti-Organized Crime Commission (PAOCC), has filed 87 counts of money laundering against Alice, her sibling Shiela Guo, Cassandra Li Ong, and 28 others for their alleged involvement in the operation of Philippine Offshore Gaming Operators (POGOs).

After getting the confirmation from Arpon, Senate Deputy Minority Leader Risa Hontiveros, who chairs the subcommittee handling the inquiry, informed Shiela Guo that she, and other accused, will be imprisoned for more than a lifetime.

“Pag-isipan niyo po sana nang mabuti Ms. Shiela yung narinig niyong sagot ng AMLC sa atin (Please think carefully Ms. Shiela about what we’ve heard from AMLC),” she said.

Hontiveros said at the start of the hearing that she expects the panel to discover soon who are the people who helped the Guo siblings and Ong put up and connect to POGOs.

Meanwhile, Ong was not able to appear before the second hearing after her blood pressure suddenly dropped during one of the Quadcomm hearings at the House of Representatives.

In a letter to the Senate subcommittee, House Committee on Dangerous Drugs Secretary Arturo Felix Catarata said they have approved the request of the Senate for Ong to appear before the inquiry but will not be able to make it because of health reasons.

“During our own public hearing today, Ms. Ong’s blood sugar and blood pressure went so low that the Joint Committee decided to suspend the hearing and excuse her from testifying upon the advice of the attending medical doctors of the House of Representatives,” the letter read.

Catarata said doctors recommended Ong’s confinement in a hospital, which might require two to three days to stabilize her health.
