2024.12.18 Suspect in Ksh32.8 million fraud arrested at JKIA
Detectives from the Directorate of Criminal Investigations (DCI) have arrested Elias Kemboi Korir over involvement in a Ksh32.8 million fraud.
He was arrested on December 17, 2024 at the Jomo Kenyatta International Airport (JKIA) while attempting to leave the country.
Korir of Woman and Youth Against Aids and Poverty (WAYAAP) NGO, has been on police radar for involvement in multiple frauds against business enterprises.
“Being a key official in the NGO that poses as a charity organization out to support the vulnerable in the society, Kemboi has been using his office to reach out to persons and entities with enticing tender offers, only to disappear with the deliveries once the supplies are received,” DCI reported.
In one classic case that exposed him, he and an accomplice identified as Halima Samson Mwongela (also an official at WAYAAP) conspired to defraud three suppliers of goods worth over Ksh32.8M, goods they alleged were being procured for distribution as aid to vulnerable persons.
After the delivery was made, the officials of the NGO instead offered them for sale in the local market, thereafter becoming elusive.
Attempts by the companies to recover their goods or monies were met with intimidating statements, frustrations that informed the decision to report at DCI Headquarters.
The case was taken up by the Operation Support Unit who launched a manhunt for the NGO park that had since been holed up completely.
Getting wind that the sleuths were hot on his trail, the ring leader who is not new to police cells plotted an escape plan.
He is scheduled to be arraigned at the Milimani Law Courts on December 18, 2024.
“Any other members of the public or business entities who may have fallen victims of the rogue NGO and its officials are being encouraged to get in touch with DCI Headquarters for assistance,” DCI stated.

2024.12.18 62% reduction in cattle rustling cases, 250 suspects arrested: Operation Maliza Uhalifu North Rift
Launched in February 2023, Operation Maliza Uhalifu North Rift is a government security initiative that targeted escalating banditry, cattle rustling, and violence in nine counties: Baringo, Turkana, Samburu, Elgeyo Marakwet, West Pokot, Marsabit, Laikipia, Isiolo, and Meru.
Hot spot areas in these counties were designated as “Disturbed” and “Dangerous,” in the operation that brought together the National Police Service (NPS) and the Kenya Defence Forces (KDF) in a coordinated effort to restore peace and stability in the region.
The security situation in the North Rift has significantly improved and this is attributed to the efforts of this multi-agency approach. Security officers on the ground have effectively disarmed hundreds of bandits, dismantled their hideouts in the rugged terrain, and restored stability to affected communities.
The operation has led to a 62% reduction in number of cattle rustling occurrences, with cases dropping from 63,054 stolen livestock to 23,668—a decline of 39,386 heads of cattle.
Notably, 172 illegal firearms were collected during mopup exercises and 10,173 livestock have been recovered. During the same period, 250 suspects, including 14 political leaders, were arrested and prosecuted.

2024.12.18 Busia: 5 people in possession of 3,330 litres of ethanol arrested
Police have arrested five people after being found with over three tonnes of suspected ethanol in Ochude, Teso South, Busia County.
The arrests were made by a multi-agency team comprising officials from the Kenya Revenue Authority (KRA) and officers from Adungosi Police Station.
The suspects, identified as Isaiah Keta (27), Patrick Limo (25), Chrispinus Ilukol (30), Kelvin Ochuka (32), and Isaac Omoit (19), were apprehended at a residence believed to be the distribution hub.
Authorities said they discovered 111 jerrycans, each holding 30 litres of ethanol. Fifty-three of the jerrycans were reportedly packed and ready for distribution.
The residence belongs to one Mildred Odongo, who, along with other associates, escaped arrest. Police reported that they are actively pursuing the suspects who escaped.
The multi-agency team recovered the vehicle used in the operation, a Toyota Probox with registration number KCY 332F and 3,330 litres of ethanol. The exhibits are under custody as investigations continue.
Meanwhile, police have vowed to intensify the crackdown on illegal ethanol distribution in the region.
