2025.3.3 Teen girl murdered, Chinese suspect arrested
A Cambodian teen was found dead with both her hands tied and her naked body buried on a plot of land near the 60 metre road in Choeung Ek commune, in Phnom Penh’s Dangkor district on Saturday.
Police and the victim’s family believe that the suspect is a Chinese man, who is the victim’s boyfriend, said a senior police officer.
Colonel Chim Sitha, Chief of the Dangkor district police, said that at about 11am on Saturday, the body was found by police buried near the 60 metre road located in Srok Chek village, Choeung Ek commune in the district.
He said that the Penal Police Department of the Ministry of Interior cooperated with the Dangkor district police and removed the victim’s body from a sandy grave.
He added that on the same day, police arrested a Chinese man, who was taken to the Penal Police Department for questioning and further investigation.
He added that according to the police investigation and information from the victim’s mother, the victim was identified as Heng Seavly, 18, an online worker at a casino in Sihanoukville and from Khanglech village, Thlork commune, in Kampot province’s Russei Srok district.
“The body of the victim now has been sent to her family in Kampot province,” he said.
Colonel Mom Chek, spokesman at Penal Police Department, said yesterday that a Chinese suspect was arrested and is under interrogation by the department.
He said that police are currently searching for additional suspects involved in the murder to bring them to justice.
However, he declined to provide greater details as the investigation is ongoing.
The mother of the victim told police on Saturday that her daughter had been working at a casino in Sihanoukville.
About two weeks ago, the victim phoned her mother and informed her that she had moved to Phnom Penh with her Chinese boyfriend.

2025.3.1 Gunman ‘Brazil’ and accomplice sent to court after armed shootout with police
An armed robber nicknamed “Brazil” who exchanged gunfire with police and injured an officer during a raid, along with an accomplice, has been sent to court.
Major General Heng Vuthy confirmed that the two suspects sent to court by the the Kampong Cham provincial police on the morning of February 28, 2025 are: 1st: Em Neang, alias Mam Tith, alias Brasil, and 2nd: Kith Kimhong, 28 years old.
The 2 criminals were arrested after an incident on February 25, 2025, when the Kampong Cham Provincial Police and the Provincial Military Police Command arrested 5 people, including the 2 suspects.
The arrest came after General Sao Sokha, Commander-in-Chief of the Royal Cambodian Armed Forces and Commander of the National Military Police, spoke with him on the phone for nearly 10 minutes. Suddenly, the perpetrator dropped his gun and walked out to hand it over to the police.
During the crackdown, the perpetrators, armed with a K54 handgun, shot at the officers, causing a thigh injury and a broken bone.
The injured police officer, Lieutenant Colonel Um Sokny, deputy head of the Criminal Investigation Bureau, suffered minor injuries and was taken to the provincial hospital for treatment.
Before their arrest, their last act was to steal a motorbike on February 21, 2025, at a paved road in Han Choy village, Han Choy commune, Kampong Siem district, Kampong Cham province.
