Richmond RCMP seeking the public’s assistance in locating a man wanted on an outstanding arrest warrant. Shing Wai Wong is wanted on multiple charges including Fraud Over $5,000, and Identity Document offences. Despite all efforts, Richmond RCMP have been unable to locate and arrest Wong.
Richmond RCMP Economic Crime Unit (ECU) initiated this investigation in January of 2024. The investigation reached a critical point in April 2024, when Richmond RCMP ECU obtained search warrants for two properties, resulting in two individuals being arrested, including Shing Wai Wong.
On October 23, 2024, charges were laid against three suspects involved in this alleged fraudulent bank draft scheme targeting automotive businesses and individuals in the Lower Mainland. Two of the three individuals have been arrested, however, Wong remains outstanding.

Shing Wai Wang has been charged with fraud over $5,000 and ID document offences.

Richmond RCMP are seeking the public’s help in finding a man wanted on an outstanding arrest warrant.

Shing Wai Wong is wanted on multiple charges including fraud over $5,000 and an identity document offence.

Richmond RCMP have been unable to locate and arrest Wong.

Richmond RCMP Economic Crime Unit initiated an investigation in January into the alleged use of forged bank drafts and fake IDs to buy high-value vehicles, including BMW, Porsche, Mercedes-Benz, Lexus and Audi models, valued between $33,000 and $103,000, from private sellers on online sale platforms.

The total estimated loss to victims allegedly exceeds $850,000.

In April, Richmond RCMP Economic Crime Unit obtained search warrants for two properties and arrested two individuals including Wong who was then released pending further investigation.

Richmond RCMP officers have since successfully recovered 10 out of 16 vehicles, with eight returned to their owners and two still subject to legal proceedings.

On Oct. 23, charges were laid against three suspects involved in this alleged fraudulent bank draft scheme targeting automotive businesses and individuals in the Lower Mainland.

Two of the three individuals, Ka Tin Hong and Pui Hei Chu, have been arrested, however, Wong remains at large.

Wong, who is 20 years old, faces seven counts in Richmond Provincial Court for alleged offences in Richmond, Surrey and Burnaby.

Le trio de criminels latinos qui s’est évadé pendant la fin de semaine à Laval n’a eu aucune peine à déjouer les faibles mesures de sécurité du Centre de surveillance de l’immigration.

Bryan Ulises Moya Rojas, Diego Nicolas Flores Sepulveda et Daniel Eliseo Gonzalez Ihrig étaient détenus dans cet établissement fédéral en attendant d’être déportés au Chili.

Selon nos informations, tous trois sont visés par une mesure de renvoi en lien avec le crime organisé. Ils sont soupçonnés d’appartenir aux South American Theft Groups (SATG), des bandes de criminels qui commettent des vols de grande ampleur à l’international.

Malgré leurs antécédents, les trois Chiliens étaient incarcérés au même endroit où se retrouvent toutes les personnes mises en détention par les agents frontaliers, incluant celles qui ne sont pas soupçonnées d’avoir commis des crimes.

Des agents de sécurité privés

La sécurité du Centre de surveillance de l’immigration est nettement plus légère que celle entourant l’Établissement de détention Leclerc, situé à quelques mètres de là.

Contrairement aux centres de détention pour criminels endurcis, la sécurité y est assurée par des agents de sécurité privés plutôt que par des agents de la paix.

«[Leur] personnel est mal équipé pour faire face à des situations délicates, [ce qui n’est] absolument pas adapté à la détention de délinquants dangereux», dénonçait le président du Syndicat des Douanes et de l’Immigration, Mark Weber, dans une lettre au ministre de la Sécurité publique de l’époque, Marco Mendicino, en février 2023.

Une simple clôture

Tout porte à croire que les trois Chiliens auraient profité de l’inattention des gardiens pour prendre la poudre d’escampette samedi soir dernier.

Ils n’auraient eu qu’à sauter la clôture à l’arrière du bâtiment pour recouvrer leur liberté, selon nos informations. Sans manteau et alors qu’une fine neige commençait à tomber, ils se seraient alors hâtés vers l’autoroute 440, à moins d’un kilomètre de là, où un complice les attendait dans un véhicule.

Des mandats d’arrestation ont été lancés contre les trois fugitifs depuis leur fuite. L’Agence des services frontaliers avertit de ne pas tenter d’appréhender ces personnes.

Que sont les South American Theft Groups (SATG)?
Ces groupes de voleurs qualifiés se rendent à l’étranger pour cambrioler des magasins de luxe ou les demeures de gens riches. Plus tôt cette année, dix voleurs présumément liés aux SATG ont été arrêtés par le Service de police de la Ville de Montréal après avoir dérobé des bijoux et un coffre-fort d’une valeur de 3M$ dans une bijouterie du CF Fairview, à Pointe-Claire.

Un amateur de Gucci

L’un des trois Chiliens qui se sont échappés venait de finir de purger une longue peine pour un vol à main armée dans un centre commercial huppé de Santiago, au Chili.

Bryan Ulises Moya Rojas a tenté de voler des sacs et des portefeuilles Gucci d’une valeur de 145 000$CA en octobre 2018, avant d’être intercepté par la police.

Les médias locaux rapportent que lui et ses complices ont fait feu dans les airs et pris la fuite à bord d’une Audi et d’une Volvo volée, avant d’être rattrapés par les autorités.

Moya Rojas a été condamné à cinq ans et un jour de prison en 2018 dans son pays natal, à l’âge de 24 ans.

Pendant son incarcération, il a affirmé à la Commission des libérations conditionnelles du Chili qu’il suivait des cours pour terminer son secondaire et qu’il espérait travailler au dépanneur de son cousin dès sa libération.

Or, les commissaires ont jugé à l’unanimité, en 2022, que le jeune père de famille posait «un risque élevé de récidive» et qu’il minimisait sa participation au crime commis, selon des documents que nous avons consultés.

Witnesses Sought After Attempted Convenience Store Robberies in Burlington

The Halton Regional Police Service (HRPS) is seeking witnesses to help identify a lone male who entered two different convenience stores, threatening the store workers with a firearm and demanding money.

On November 29, 2024, at approximately 2:45p.m. the suspect entered the Maplewood Mart located at 796 Brant Street in Burlington. Once inside the store the suspect brandished a black and silver firearm and pointed it at the store employee. The suspect demanded money, however when unsuccessful in obtaining any, stole energy drinks and fled the store.

Approximately 45 minutes later, the same suspect entered the Ontario Variety Store located at 1325 Ontario Street in Burlington and produced the same firearm, once again pointing it at the store employee and demanding money. The employee pushed the suspect away and the suspect fled along Ontario Street.

No physical injures to any members of the public were sustained in either robbery.

The suspect (pictured below) is described as:

Male, wearing a grey sweatshirt, hood up (recovered), black pants, black running shoes and a black face covering.

Video footage has surfaced on social media of a violent daytime robbery earlier this week at a jewelry store in a Richmond Hill shopping centre.

In the 1:33-long clip, three suspects wearing all black clothing are seen smashing the display cases at the back of a Peoples jewelry store at Hillcrest Mall, near Yonge Street and Carrville Road, just north of Highway 7.

A fourth suspect, wearing a grey hoodie, black pants, and white runners and carrying a green cloth shopping bag, is then pictured with a female worker who is on the ground. That employee then appers to crawl over to a nearby office and is last seen inside that room with its door slightly ajar.

The fourth suspect then appears to go through some cupboards near the office before joining the other three suspects as they continue to smash more display cases and stuff merchandise into shopping bags.

The suspects, who all wore face masks and gloves, are then seen running out of the mall towards a dark-coloured Nissan sedan with its four-way flashers on. They all jump into the vehicle, which promptly speeds off.

At least one witness appears in the clip filming the hold-up, which happened on Monday.

York Regional Police (YRP) said they were called to that area at about 4 p.m. for reports of a commercial robbery in progress.

Police said four suspects entered the jewelry store and demanded cash.

One of the suspects then allegedly assaulted an employee, while the three others smashed open display cases.

Investigators said the suspects then removed an unknown quantity of jewelry before fleeing to a Nissan Maxima driven by a fifth suspect.

This vehicle, which police said was reported stolen in Toronto, has since been recovered, they said.

The victim’s injuries, meanwhile, are being described by police as minor in nature.

The first suspect is described as a white male who was last seen wearing a grey hooded sweatshirt, black pants, and white shoes.

The other three suspects are only described as Black males who were last seen wearing black clothing.

Police have not released a description for another suspect whom they say was waiting in the stolen car.

Late Tuesday afternoon, Const. James Dickson, of YRP, told CTV News Toronto that police are aware of several witnesses who saw and/or filmed the robbery, adding that they have been in communication with the individual who captured the aforementioned video, which is being widely shared on social media.

“We’re talking about four o’clock during the holiday shopping season, so there were many people that were in the mall at the time, and they have been very helpful in terms of documenting the incident for us,” Dickson told CTV News Toronto’s Beth Macdonell.

Calling Monday’s robbery a “crime of opportunity,” he urged anyone who witnesses a violent crime to always keep in mind that their safety is “paramount” and to not compromise it for the sake of recording an incident.

Dickson added that in many cases those who commit these kinds of crimes are armed and willing to harm others.

In the case of this robbery, three of the suspects carried hammers and used a glass punch to break the display cases, he said.

“You never know who these people are, or what they’re capable of, or what they’re willing to do to get away,” said Dickson, noting that the suspects in this case were well prepared as they concealed their identity with masks, gloves, and hoodies and as a result were successful in making off with “quite a bit of jewelry.”

“In this circumstance, fortunately, we only had one person who suffered minor injuries,” he said, adding that although there hasn’t been a massive increase in this type of incident in York Region, it’s not the first a robbery like this has happened at that mall.

Police continue to investigate and are asking anyone with information, including dashcam or video surveillance footage at the time of the incident, to contact YRP’s Hold-Up Unit at 1-866-876-5423, ext. 6630, or Crime Stoppers anonymously.

A woman who has been caught many times on home surveillance video faces a laundry list of charges after a stolen vehicle crashed in Mississauga this week.

The woman, who is known to police, was charged after the crash on Monday, Peel Regional Police Const. Tyler Bell-Morena told INsauga.com.

In Cooksville, the woman has made frequent appearances on home surveillance video, a resident, who didn’t want to be named, told INsauga.com.

It started shortly after the resident’s truck was stolen from the home, near Dundas Street and Hurontario Street, about two years ago.

A few days after the truck theft, the resident found shoes thrown in her driveway.

When her husband checked the home security cameras, he found the “most creepiest looking girl” hiding in the bushes, trying on shoes and throwing away the ones that didn’t fit, she said.

The woman appeared on more camera footage around the neighbourhood, she said. She has been caught opening homes, car doors and taking packages.

“She goes from car to car with big bags, and she gets lots of stuff,” she said.

The Cooksville resident said she recognized the woman on social media posts about a Jeep theft this week and wanted to warn the public.

She said police have told her the woman has been arrested in the past.

Bell-Morena identified the woman captured in recent Ring camera footage as Cassandra Stengel, 29, of no fixed address. Stengel is very well known to police, Bell-Morena said.

This week, Stengel was arrested after a “convoluted sequence of events,” he said.

Home security footage of the woman was posted on social media.

A vehicle was stolen around 2:30 a.m. from a home in Sheridan, near Erin Mills Parkway and Sheridan Park Drive, on Monday, Bell-Morena said.

The vehicle was involved in a minor fail-to-remain collision a few hours later at 6 a.m. at a gas station on Lakeshore Road in Mississauga. The vehicle was reported stolen at 8 a.m.

Later, police received a call for a suspected impaired driver who was, as it turns out, in the vehicle reported stolen, Bell-Morena said. Officers found the vehicle on Mississauga Road, south of Dundas Street and a short pursuit took place. The vehicle then crashed.

The man whose Jeep was stolen told INsauga.com that he obtained photos of the woman from neighbours’ security cameras.

He canvassed the neighbourhood after the theft.

“Everybody I went up to were aware that somebody tried to open their door in the middle of the night because their ring camera gave them notice of that,” the man, who doesn’t want to be named, said.

The woman went to each door and whistled to check for dogs.

“She was trying to enter the front door of people’s houses,” he said.

When he got his Jeep back he found a broken bong, condom wrappers, pink underwear, a syringe and bags full of stolen sweaters with security tags on them.

Bell-Morena said Stengel is charged with theft of a motor vehicle, three counts of breach of probation, flight from a peace officer, operation while impaired – drugs, possession of probation obtained by crime, dangerous driving and failure to stop after an accident.

Woman charged in fraud that saw Edmonton senior lose at least $1.6M

Police allege an Edmonton senior was “slowly defrauded” of more than $1 million over the course of a decade by a woman who befriended him.

The Edmonton Police Service says a 60-year-old woman is facing a fraud charge, and it believes there could be more victims.

In 2019, authorities were contacted by the family of the now 88-year-old man, alleging the woman defrauded him of $5 million between 2008 and 2017.

Investigators have been able to substantiate $1.6 million in stolen funds, the EPS said in a news release.

“This is an unfortunate case of the accused actively taking advantage of someone’s kindness and generosity, as is often the circumstance in frauds,” said Det. Dayna Bulas with the EPS Financial Crimes Section. “While we’re unable to recover the funds that were lost, we’re hopeful we can prevent the accused from victimizing others in a similar way.”

Tina “Phoeut” Soeung was charged on Sept. 20 with one count of fraud over $5,000.

Two suspects have been arrested, and multiple charges have been laid after a home invasion in Oakville. On November 7, 2024, at approximately 2:25 a.m., multiple suspects broke into a home on Bellwood Avenue in Oakville by forcing open the residence’s front door.

The suspects made their way to a bedroom, where they confronted an adult male resident demanding money. During the confrontation, the victim was struck in the head, face and upper body. The suspects were successful in obtaining a key to a Mercedes sedan parked in the driveway. The suspects then stole the vehicle and fled.

As a result of being struck by the suspects, the victim was transported to hospital with non-life threatening injuries.

Members of the Two District Criminal Investigations Bureau took over the investigation. As a result of continued investigation, in the late afternoon of November 7, 2024, two suspects were arrested in Toronto, and the stolen Mercedes was recovered.

“Breaking into a residence at 2 am, violently assaulting a sleeping resident while he lays in his bed, all in an effort to steal his car. Incomprehensible. Two offenders arrested while occupying the victim’s stolen car, facing charges for previous offences. Unconscionable. The Halton Regional Police Service (HRPS) is investigating a distraction style theft of jewelry in Oakville.

On November 5, 2024, at approximately 2:30 pm an elderly female was walking in the area of Lakeshore Road and Nelson Street when approached by a lone female suspect.

The suspect showed the victim some fake golden jewelry including a large gold ring, gold bracelet and a gold chain. The suspect then tried to hug the victim and placed the chain around her neck and walked away. A short time later, the victim realized her own necklace had been stolen.

The suspect is described as female (unknown race), 20 to 30 years old with a heavy build.

This is the third similar style distraction theft that the HRPS is investigating in the past few weeks. A previous media release for the theft in Burlington can be found here… bit.ly/3YvVM7H.

The other occurred outside of a Food Basics in Georgetown on November 2. In each case, the victims had their own jewelry stolen by a stranger attempting to give them fake gold jewelry.

While the style of theft is similar, the suspects are not the same for all three of these occurrences.

Jewelry Robbery Investigation in Burlington

The Halton Regional Police Service (HRPS) is investigating the jewelry robbery of an elderly male in Burlington.

On October 19, 2024, at approximately 1:00 pm the male victim had just parked his car at the Navy Club located on Industrial Street in Burlington when he was approached by two suspects seated in a vehicle. The suspect in the passenger seat of the vehicle expressed interest in a gold ring the male was wearing and pulled it off his finger. During a brief struggle, the suspect also pulled a gold chain off of the male’s neck.

In some sort of unwanted exchange, the suspects then handed the male with two fake gold pieces of jewelry and fled the scene. The value of the stolen jewelry is estimated to be approximately $2500.

Fortunately, the elderly male did not suffer any injuries during the robbery.

Investigators are working to provide an accurate description of the suspects and their vehicle however there is concern that there may be additional victims and that the suspects are attempting to trade worthless fake jewelry to unsuspecting victims in exchange for their potentially valuable jewelry.

Operation Uncovers Chop Shops and Fraudulent VINs

In the past four months, Toronto Police have seized 363 stolen vehicles valued about $14 million, made 59 arrests and laid 302 charges in an investigation, Project Thoroughbred, aimed at dismantling auto theft rings engaged in fraudulent Vehicle Identification Numbers (VINs).

“Warrants have also been issued for the arrests of more than a dozen people and numerous fraudulent VINs have been identified,” said Chief Myron Demkiw at a news conference on November 1. “This project builds on the achievements of our previous operation, Project Stallion, which recovered over 1,000 vehicles and led to nearly 230 arrests.

“Project Thoroughbred is advancing that work, with a particular focus on dismantling auto theft rings involved in fraudulent Vehicle Identification Numbers, and ‘chop shops’, where stolen vehicles are cut up into smaller parts and prepared for international shipment.”

Investigators also recovered stolen vehicles from shipping containers destined for overseas locations. In partnership with Canada Border Services, one shipping container with stolen vehicles was located in Belgium. Those vehicles are in transit back to Canada.

Demkiw said the arrests and recoveries represent a part of the Service’s commitment to reducing auto theft in the city.

“Project Thoroughbred exemplifies our dedication to combating the persistent issue of auto thefts in our city,” he said. “It also underscores the vital collaboration among various stakeholders, including the Ministry of Transportation, Equité Association, the Canada Border Services Agency, York, Durham, and Montreal Police services, and the Ontario Provincial Police, in addressing a problem that significantly impacts the safety and security of our communities.”
Demkiw said Criminal Intelligence Service Ontario, through funding provided by the Government of Ontario, also supported Project Thoroughbred.

“It is just one of many strategic and intelligence-led initiatives that our Service has undertaken to tackle this problem, including the Provincial Carjacking Joint Task Force, our Organized Crime Investigative Support Unit, and other Joint Force Operations that law enforcement agencies are collaborating on regionally, provincially and federally,” he added.

“While auto thefts in Toronto have declined by 21% compared to this time in 2023, the problem persists, particularly as it relates to carjackings. This is why we are committed to continuing our partnership with government and law enforcement agencies to enhance our enforcement efforts and protect our residents. We remain committed to our collaborative efforts to drive down auto thefts and enhance public safety.”

Superintendent Ron Taverner said several Service Ontario employees are alleged to have knowingly used fake documents provided by the accused parties to make it look like VINs were valid.

“They registered real Ontario licence plates to these fake VINs and those vehicles were sold as legitimate properly plated vehicles,” said Taverner, who noted Service Ontario is investigating and charges will be laid.

Taverner said Project Thoroughbred, which was led by 23 and 31 Division officers, has uncovered three unique ways to traffic in stolen vehicles.

“They are: the registration of phony VIN numbers of stolen vehicles; the dismantling of stolen vehicles through local ‘chop shops’; and the overseas shipment of stolen vehicles with fraudulent VINs,” he said.

With the support of Canada Border Services, York and Durham Regional Police, the OPP and Montreal Police Service, 100 falsely registered plates have been flagged. Police have seized 40 of these vehicles with phony VINs, seven more have been located in the Toronto area using the automated plate reading system and eight more were found in some of the chop shops.

Taverner said the chop shops are located across the city.

“As you can imagine, this is a very lucrative market for these stolen vehicles and parts. They offer high rewards financially with minimum risks. These shops can chop a car up in a very short period of time,” he said, noting one vehicle was being dismantled inside of one day.

Ward 12 Councillor Josh Matlow brought a motion to City Council, that was unanimously supported, for all level of government to work as a team to curb ongoing auto theft.

“One of the things we are asking the federal government for is to upgrade the standards and expectations, working with both the auto and tech sectors to mitigate criminals from not only stealing cars in the first place and selling them,” he said. “Imagine if there are actually identifiers on every single car to make it more difficult to sell on the black market with that unique fingerprint on them to know where they came from. We want to make sure that the government understands it is a priority for Torontonians that they expedite the screening of these parts in vehicles that are leaving our country.”

When purchasing a used vehicle, police recommend that buyers obtain vehicle history reports. Re-vinned vehicles will often have discrepancies in their vehicle histories such as being the wrong colour or having inconsistent odometer readings.

Investigators with the York Regional Police #5 District Criminal Investigations Bureau have charged a 57-year-old Toronto man with numerous fraud related offences.

In October 2022, the victim received a phone call from an unknown man who identified himself as a police officer with Shanghai Municipal Police. The victim was threatened to pay money or face being arrested for committing criminal offences.

In November 2022, the suspect attended the victim’s residence in the City of Markham and provided fake photo identification, claiming that it was issued by Shanghai Municipal Police and Interpol. The suspect again threatened to arrest the victim if she did not comply with providing payment to avoid being arrested.

The victim was driven to two banks by the suspect where a quantity of money was transferred to the suspect’s account. The suspect also provided a forged document that listed him as a supervisor with Shanghai Municipal Police and authorized him to seize money in Canada on their behalf.

On October 3, 2024, 57-year-old Zhi Yong WU was charged with numerous offences. Investigators are releasing his photograph as they believe there are more victims.

Toronto man allegedly posed as Shanghai police officer, threatened victim with arrest if she didn’t pay him

A 57-year-old man is facing several fraud-related charges after allegedly posing as an officer with Shanghai Municipal Police and threatening a victim in Markham with arrest if they did not pay him.

York Regional Police (YRP) said on Tuesday that two years ago, the victim received a phone call from a man claiming to be a police officer, and allegedly threatening her to send him money or risk being arrested for committing criminal offences.

A month later, in November 2022, officers said the accused went to the victim’s home and provided fraudulent photo identification purporting to be issued by Interpol and Shanghai Municipal Police.

Police said the accused again allegedly threatened to arrest the victim if she did not cooperate and pay him.

The accused allegedly drove the victim to two banks where an undisclosed amount of money was transferred to the suspect’s account. Police add that the accused allegedly forged a document that said he was a supervisor with Shanghai Municipal Police, and was given authorization to seize money in Canada on the service’s behalf.

On Oct. 3, YRP charged Zhi Yong Wu with numerous offences including fraud exceeding $5,000, extortion and impersonating a peace officer.

警方強調,外國警察部門在加拿大沒有執法權,他們採取任何行動都需要通過當地警察機構或加拿大皇家騎警。任何外國警察機構都無權在加拿大境內逮捕或控告任何人。
