2025.4.19 Three suspects in Que kidnap-slay under police custody

MANILA, Philippines — Three individuals are now under police custody for the killing of Filipino-Chinese steel businessman Anson Que and driver Armanie Pabillo, the Philippine National Police (PNP) announced on Saturday.
In a press conference at Camp Crame, the PNP Spokesperson Brig. Gen. Jean Fajardo said two of the suspects were arrested by the PNP – Anti Kidnapping Group in Roxas, Palawan on Friday morning.
Police identified the two suspects as Richardo Austria David, also known as Richard Tan Garcia; and Raymart Catequista, both Filipinos.
Meanwhile, the third suspect, identified as David Tan Liao, a Chinese, surrendered to authorities on Saturday morning, April 19, Fajardo bared.
Liao is also known as Xiao Chang Jiang, Yang, Jianmin and Michael Agad Yung, police added.
“Natatakot siya na maaaring ipapatay din siya (He’s scared that he too may also be killed),” Fajardo explained, adding that Liao gave another reason which police were not at liberty yet to discuss.
“Dalawang Chinese pa ang hinahanap (Two more Chinese nationals are still being hunted), [whom] we categorized as principals also,” Fajardo added.
A house in Bulacan
Que, who is also known as Anson Tan, and Pabillo were last seen alive after leaving their office in Valenzuela City at around 2 p.m. on on the afternoon of March 29.
According to Fajardo, police determined through closed circuit television (CCTV) footage that Que and Pabillo arrived at 345 Martha Street in Villacor Village in Barangay Langka, Meycauayan, Bulacan that same afternoon.
It was at the house in Meycauayan, Bulacan that Que and Pabillo were restrained by the suspects and held.
“[M]ay ginamit silang (the suspects) babae para i-entice at engganyohin si Tan (Que) para pumunta sa lugar na iyon (They used a woman to entice and lure Tan to go to that place),” Fajardo said.
Fajardo added that the woman – whom police did not name – is Chinese.
The woman and Que were originally set to meet on March 28 but it was postponed to the next day for a reason police have yet to disclose, Fajardo added.
She further detailed that a search warrant executed by police on April 16 at the house in Meycauayan, Bulacan led to the recovery of Que’s black shoes and Pabillo’s shoes and hat.
The search also discovered a nylon bag, rope, duct tape and hand cuffs allegedly used to restrain the victims, she added.
The vehicle in Quezon City
The PNP – Highway Patrol Group (HPG) previously reported that it recovered a vehicle belonging to the victim in Quezon City on April 8.
Fajardo said police determined that it was David who took the vehicle.
CCTV footage shared by the PNP showed David driving the vehicle at the Northern Luzon Expressway (NLEX) Tambubong exit at 3:37 p.m. on March 29.
More footage showed David entering a convenience store on the evening of March 29 before leaving the vehicle along Seminary Road, Barangay Bahay Toro in Quezon City.
“Pumasok siya sa isang convenience store, kumuha ng isang wet wipes at isang plastic na ginamit niya para tanggalin yung kanyang mga prints presumably doon sa Lexus van,” Fajardo said.
(He entered a convenience store and purchased wet wipes and a plastic bag for him to remove his prints presumably from the Lexus van.)
A US$20-million ransom
The PNP spokesperson detailed that, at 9:40 a.m. on March 30, Que’s family received a text through an instant messaging platform demanding ransom in multiple tranches.
She said the ransom was a sum of P200 million in an unspecified cryptocurrency, which was roughly US$20 million when converted.
“Based on our investigation, the intention really is to kill,” Fajardo, however, said.
“We are still following the money trail kung saan napunta yung ransom (as to where the ransom wnet to),” she added.
The killing
“Pinatay [sila] nung April 8. Itong si Richardo at Raymart ang tumulong sa pagpatay at isa pang suspek na lalaki. Lumabas sila doon mga pasadong alas-11 ng gabi ng April 8,” Fajardo detailed.
(They were killed on April 8. Richardo and Raymart helped in killing him and one other male suspect. They went out there around 11 in the evening of April 8
Que and Pabillo’s bodies were recovered in Barangay Macabud in Rodriguez, Rizal at around 6 a.m. on April 9.
According to the PNP, there were indications that the victims were strangled, hogtied and later placed in nylon bags.
2025.4.16 BI agents arrest Chinese man wanted for drug trafficking

Bureau of Immigration (BI) arrested a Chinese wanted by authorities in Beijing for trafficking illegal drugs.
BI Commissioner Joel Anthony Viado identified the alien fugitive as Ouyang Shixing, 40, who was arrested on April 8 inside his condominium unit in Parañaque City by elements from the bureau’s fugitive search unit (FSU).
Viado said he issued the mission order for Ouyang’s arrest after receiving information from the Chinese government which shared details about the suspect’s crimes.
Ouyang is the subject of a red notice from the Interpol which was issued last year after he was indicted for drug trafficking in violation of China’s criminal laws, the BI chief added.
“He has not left the country since he last arrived here on August 3, 2023, thus he will be deported for being an undesirable and overstaying alien. He will be blacklisted and banned from re-entering the Philippines,” Viado said.
Information obtained from the BI-Interpol unit disclosed that Ouyang is subject of an arrest warrant issued in November 2023 by the public security bureau in Fuzhou City, Jiangxi, China.
Investigators alleged that on May 12, 2023, Ouyang conspired with another suspect in purchasing methamphetamine from a drug supplier and later sold the substance to a buyer who paid them 70,000 yuan or nearly US$10,000.
Ouyang then took a train to Hongkong on Aug. 2 of the same year and absconded with the money by fleeing to the Philippines shortly thereafter.
The fugitive is now detained at the BI custodial facility in Camp Bagong Diwa, Taguig City pending deportation proceedings.
2025.4.14 84 Chinese Nationals Deported as PH Cracks Down on Illegal POGOs – BI
PASAY, Philippines— In a major move against illegal Philippine Offshore Gaming Operators (POGOs), the Bureau of Immigration (BI) deported 84 Chinese nationals last April 11 as part of intensified efforts led by the Marcos administration to dismantle foreign-run criminal operations in the country.
The foreign nationals were flown on board a Philippine Airlines flight to Beijing early morning of Thursday.
The 84 individuals were found to be overstaying or undocumented, and had been turned over to the BI after being arrested in a series of enforcement operations.
The said Chinese nationals were part of previous arrests by government operatives in Tarlac, Cebu, and Parañaque.

Ang suspek ay kinilala lamang ng opisyal sa pangalang Harold habang hindi tinukoy ang pagkakakilanlan ng nasawing paslit.
Sa imbestigasyon, nag-away umano ang suspect at ang live-in partner nito na ina ng bata na sinaktan ng nasabing mister. Nagawang makatakbo ng ginang sa gitna na rin ng pambubugbog ng umbagero nitong live-in partner pero naiwan ang kaniyang anak na 2-anyos na batang lalaki.
Ilang oras pa ay binalikan ng ginang ang kaniyang anak at dito na nito nadatnan ang bata na duguan na tinangka nitong kunin pero inatake siya ng saksak ng kaniyang live-in partner.
Ang mag-ina ay kapwa duguang isinugod sa Diosdado Macapagal Memorial Hospital sa Guagua, Pampanga pero idineklara nang dead-on-arrival ang bata habang patuloy na ginagamot ang nasabing ginang. Sa pursuit operations ng pulisya, nasakote ang mister dakong alas-12:30 ng hapon nitong Abril 4 sa nasabi ring bayan. Arestado rin ang tiyuhin nito na si “Ronald” makaraan nitong pigilan ang mga operatiba na arestuhin ang pamangkin.
Narekober mula sa suspect ang isang granada at dalawang mobile cellphones habang nahaharap siya sa mga kasong homicide, frustrated homicide at Republic Act 9262 (Anti-Violence Against Women and Their Children Act), at illegal possession of firearms, ammunition and explosives cases.
2025.4.5 Fake dentist nabbed in Batangas
CAMP VICENTE LIM, Laguna, Philippines — A woman was arrested for practicing dentistry without a license in Lian, Batangas on Thursday.
The police Criminal Investigation and Detection Group (CIDG) said the suspect, identified only as Perla, was collared at her house in Barangay Matabungkay at past noon.
The suspect reportedly offers dental services and products at a lower price on social media.
The arresting team seized from the suspect dental paraphernalia such as tweezers, periodontal probe, glass lonomer cement powder and liquid, and orthodontic brackets.
The operation was conducted by members of the CIDG-Batangas, local police and representatives from the Philippine Dental Association.
Lt. Col. Jake Barila of the CIDG-Batangas warned people against engaging in similar illegal activities.

MANILA, Philippines — A road rage altercation turned fatal after a shooting incident claimed the life of one of four victims in Antipolo City, prompting renewed discussions on proposed legislation to penalize road rage.
A growing concern. Road rage, which is generally defined as a driver’s violent outburst of anger or frustration due to road conditions, has become a common occurrence in the country.
In 2022, the Metro Manila Development Authority (MMDA) recorded around 72,000 road collisions in Metro Manila alone, many of which were attributed to road rage.
Since there is still no legal definition of road rage, lawmakers are pushing for a measure to formally define it.
